Research On Urban Traffic Emergency Management Under The Emergency Incidents

As China's economic development and continuous expansion of city size, all kinds of emergency incidents on the threat posed by human beings become increasingly serious. Emergency incidents seriously affected the economic and social, especially in the transportation system. When the emergency incident occurs, the transportation system plays a key role in disaster relief. Therefore, by research urban traffic emergency management based on emergency incidents, we can better guarantee the people's lives and property safety, and promote economic and social comprehensive, coordinated and sustainable development.By analyzing the definition and classification of urban traffic emergency incidents, this paper first analyzes its impact on urban traffic and the characteristics of urban traffic demand when the emergency incident occurs, and discusses the Determination Methods of the urgency of urban traffic emergency incidents. Then, introduces the urban traffic emergency management research from the respect of urban transport planning, traffic engineering design and traffic management and control. After that analyzes the framework of urban traffic emergency management system, proposes the process of urban traffic emergency incidents emergency treatment.This paper focuses on the methods and models of urban traffic emergency management, by research the method of determine influence scope of emergency incidents, and taking into account the different situations in China and abroad, this paper proposes emergency evacuation methods based on transit system, and establishes bus evacuation route choice model, then, the model is verified that it can well solve the bus evacuation route selection problem. Furthermore, proposed the issues of emergency rescue that should be considered. Finally, according to the different emergency incidents makes right evacuation strategy, and develops urban emergency traffic organization and management strategy according to the time urgency of emergency evacuation and rescue, so as to provide strong support for emergency evacuation and rescue of the effective implementation.
