In this paper, the relevant literature about the steel slag as the bonding component of cement have been analyzed. And three short aspects such as the impact of slag content on hydration and strength, durability of slag cement, the standard of slag cement have been put forward. This research is based on these.Three representative standard systems of cement products of Europe,the United States and China have been analyzed. The soundness, the strength and the hydration heat, these three important indicators of low-heat cement in standards of advanced countries have been contrasted. The volume level of slag determines that there are two kinds of cement, the strength grade of which are 32.5 and 42.5 separately. The idea of making the low-heat cement standard is based on this. The testing methods of hydration heat, strength and setting time are similar to the ones in low-heat slag cement standard, but the soundness is measured by autoclave method.It was found that the shrinkage of steel slag cement was lower, compared with Portland cement, although mixing with fine grinding slag would increase the shrinkage. Using high strength of clinker and gypsum (compared with calcined gypsum) or reducing the content of fine grinding slag decreased the shrinkage of steel slag cement. And increasing the content of steel slag cement within a certain range also achieved this aim.Using the steel slag from TISCO, the effects of slag volume on water of cement standard consistency, setting time,the flexural and compressive strength of 7-days and 28-days, hydration heat of 3 periods were determined. Increasing the content of steel slag will reduce the water of cement standard consistency, strength, hydration heat and setting time. The strength of cement will be improved when increase the volume of slag in a certain range. And the hydration heat, other strength are positive correlated with the value of cement characterization.Using 4 kinds of cement, the concrete C30 was prepared, of which the strength, impermeability and ability of anti-carbonation were studied. The results show that the strength of slag cement and steel slag cement are lower than Portland cement, but it increases quickly later; a certain content of slag will improve the impermeability of concrete, especially when mixed slag and steel slag are added in; when the volume of slag or steel slag is appropriate, the ability of anti-carbonation will be improved.
