Wind energy is currently the most potential for development of large-scale commercialization of non-hydro renewable energy sources, Large-scale development and utilization of wind energy is an effective way to solve energy and environmental issues, and has important strategic significance for improving the energy structure and ensuring sustainable economic growth in the national economy.Driven by wind energy, with the characteristics of intermittent and difficult to accurately predict, the output power of wind farm is fluctuating and difficult to accurately forecast. When wind power penetration reaches a certain proportion in grid, the original power flow distribution, circuit transmission power and inertia of the entire system are changed, Therefore, frequency stability will be affected. When more and more wind power integrates into grid, the grid frequency regulation will become more difficult because of Wind power fluctuations. How to grasp the characteristics of wind power fluctuations can maximize grasp the impact that the wind power fluctuation causes about the burden and security risks of power grid operation, as is an important research topic about wind farms integrated into grid.In this paper, the characteristics of wind power fluctuation based on measured data are firstly studied, the result reveals the trend of wind power fluctuation variation in the wind turbine-wind farm-wind farm group, the second-scale fluctuation model of wind farm group output power are established in respect of the cluster effect.Secondly, the capability of primary frequency regulation is analyzed by numerical simulation method from the aspects of the speed and amplitude of active power regulation, the maximum fluctuation in wind power, which caused the power frequency beyond standard, is determined, the impact on power frequency is analyzed when the different amount of wind power integrates into grid.Thirdly, the impacts on the frequency process are researched when the wind power integrated into transformer substation is all cut-out, and the Maximum capacity of wind power integrated into transformer substation is determined by taking the capability of primary frequency regulation as a constraint condition.Lastly, Based on Matlab/GUI, the software is developed, which is used to analyze the characteristics of wind power fluctuation and the capability of primary frequency regulation.
