Ship collisions are the first victims in all accidents at sea, since, it not only caused great economic losses and casualties, but also seriously threaten the marine environment. The error caused by man-made is the primary reason. In order to effectively reduce and prevent the collisions, and promote the development of ship automatic navigation technology, and ensure the safety of ship navigation, this article study on the aid system of collision avoidance decision-making combining AIS, ECDIS and other technology.Has been as the main observed equipment on board, Radar used to detect and identify ships, but since its own factors and the impact of weather conditions, the observing results is unsatisfactory. With the computer technology and the rapid development of information technology, and the emergence of electronic chart display, information technology and AIS technology, the automatic collision avoidance technology on the ship has brought a new dawn. AIS system is mainly used in collision avoidance and marine traffic management, it can provide continuous information on the ship, and compared with radar, it has the advantages of a large amount of information, real-time, anti-jamming capability and transmission through the barriers. ECDIS is the primary role to promote safe navigation. It is not only the electronic paper charts, and integrated all related navigation information and real-time display to the driver. Compared to the previous navigation system, it has an automatic display of the tickets ship, water depth, the characteristics of the environment and other information without having to view the charts, GPS systems. Given its strong advantages, the establishment of the aid system of collision avoidance decision-making based on AIS-ECDIS to reduce human error and improve safety of navigation is necessary.Decision-making in the collision course of the study, the first ship collision in the field of knowledge is analyzed to study the collision process, will encounter situation and the corresponding measures to avoid collision. According to the International Regulations for Preventing Collisions at Sea, to the combination of qualitative and quantitative methods, under the open water event, cross, overtake was divided into three types of situation, a different situation to determine the safe passage of ships under the distance. Then according to the information provided by AIS, on the ship and to the ship's motion parameters were calculated, and to explore the ship steering, speed, etc. on the DCPA, TCPA affect change. According to DCPA, TCPA meaning of the concept of using fuzzy math and the method of combining neural networks to establish a ship collision risk model, the model considers a number of factors on the combined effects of risk. Finally, we discuss the start of the operation of ship collision avoidance time and extent of the model as well as on many ships will also encounter problems when the collision avoidance.By using Visual Studio 2008 software as a development platform development and design decision support system for ship collision avoidance, collision avoidance and decision support system, simulation, simulation results show that the system will encounter a situation between two ships collision avoidance can make a reasonable decision-making, can effectively solve the collision problem and enhance the safety of maritime navigation.
