Study On The Vulnerability Of The Economic Development In Mining City And The Development Strategy

Since the 1980s, the vulnerability has become a new research paradigm of globalenvironmental change and sustainable development field. The vulnerability emerges inlarge numbers in disaster management, ecology, land utilization and many other areas, so ithas important theoretical and methodological value. However, the content of vulnerabilityresearch tends to the study of natural disasters, not human geography environment. As toevaluation methods, the most popular way is level analysis (AHP). But the relative weightsof AHP are calculated by determining the matrix, the human subjective factors is relativelylarge from the establishment of level results to synthetic contrasted matrix. Moreover, thetraditional regional sustainable development is to examine the main direction, but lessresearch on"how to"achieve in sustainable development field.Mining City was developed mainly due to exploit mineral resources and roughmachining the products, it is the strongest interaction of man-land system. Along with theexploitation of mineral resources, there are a range of social, economic and ecologicalproblems appeared in this kind of cities. Similarly, mining city is also the important part ofurban system in China; it relates the realization of the "four modernizations", thesustainable development of national economy and regional coordination, thereby tomaximize the economic, social and environmental benefits.This paper is based on the awareness and understanding of the vulnerability of urbaneconomic system in mining city, considering that: (a) Vulnerability and sustainabilityis twodifferent intrinsic properties of the development, high vulnerability means lowsustainability, and vice versa. The process of regional economic development is a processof restrain the vulnerability to realize spiral development. (b) The vulnerability ofeconomic system of mining city is a set of function relationship about pressure (P),sensitive (S) and elasticity (E). The more pressure that urban economic development faces,the less simple and unstable of economic system internal structure are, the bad itsdevelopment speed, quality and efficiency are, it will lead to economic recession or evendecline. According to the idea, economic system vulnerability assessment model andevaluation index system of mining citycan be built based on PSE model.This paper adopted the principal component analysis and the Combination entropymethod, the first principal component analysis using multi-factor dimensionality reductionindicator system to simplify the calculation steps and easy exercises to do, followed by theuse of entropy method indicator system to simplify the objective weight assigned, providesmethods for vulnerability assessment of contrast; in the selection of evaluation object, thepaper selected in the Northeast old mining cities to evaluate the mining city in northeastChina which are account for one third of cities above county level, coupled withgeographical unit in cultural attitudes, institutional structure, geographical location and other aspects. Moreover, it is a key regulator of the timing for the economic restructuringand optimizing industrial structure for the old mining towns. It is of a typicalrepresentatives and practical significance. For the evaluation of content, this paper startedfrom the two levels, the regional dimension of the economic system vulnerabilityassessment and point-like dimensions of the economic system vulnerability assessment,which further divided into regional, interregional and intra-regional economic systemsComparative Study of vulnerability of the horizontal and single urban economyVulnerability assessment of the dynamics of evolution.This paper by analyzing the assessment result of economic system vulnerability ofmining city, present a idea that byreducing the pressure of regional economic development,receding the sensitivity and enhancing itself flexibility can reduce the vulnerability, whichcan achieve the sustainable development of the urban economy. The main body of thispaper was divided into three parts:The first part on the basis of theory retrospect and analysis, first expatiate the conceptand the meaning of economic system vulnerability of mining city, then analyze the formingreasons, influence factors and dynamic evaluation effect principles and mechanisms of theeconomic system vulnerabilityof mining city, finally, defend the inner relationship betweenthe vulnerability and sustainable development (the first, second and third chapter of thispaper).The second part by building the assessment model and assessment index system ofeconomic system vulnerability of mining city, select sample cities to make the horizontalcomparation and longitudinal dynamic evaluation and analysis of the economic systemvulnerability. (the fourth chapter of this paper).The third part by reducing the vulnerability of the economic development to achievethe economic sustainable development (the fifth chapter of this paper).The conclusion part of this dissertation, generalization and summarization theconclusions of this paper to study place which the content and waited for improving (thesixth chapter of this paper).
