In recent years, cities and regional economies develop more and more rapidly, along with the steady increasing of population and vehicles. Travel demands exceed travel supplies in urban traffic, traffic congestion in urban becomes increasingly severe and inevitable. A series of problems conduced by traffic congestion, such as the increase in travel cost, environment pollution and so on, affects the function exertion and the sustainable development of cities. Travel congestion should be resolved promptly. By increasing parts of travelers'travel cost, urban road congestion pricing is used to reduce and distract some travelers from the perspective of traffic demand management, and as a result of easing traffic congestion.In view of limitations in improving the urban transport by road pricing to some of the vehicles, synthesis optimization of road pricing with variable frequency of bus is been put forward. Increasing the frequency of bus to improve the bus service by the congestion pricing, it is beneficial to solve two key problems, that the traffic jam is difficult to resolved and the use of road congestion charges are not publicly supported.On the basis of overviewing researches and Applications of road pricing at home and abroad, and summarizing the relevant theories of urban congestion charging, the research on the network equilibrium model for investigating travel behavior and travel route with mixed travel mode has been made under the influence of the road congestion pricing and increasing the frequency of bus. Meanwhile, author presents the generalized travel cost of bus traveling and private car traveling. Then authors proposed the optimization problem of road pricing with variable frequency of bus on the basis of analyzing the relations of mutual constraints between road pricing and increasing in bus frequency from the point of view of interaction of different travel modes on urban roads. A bi-level programming model is formed aimed at maximizing total consuming surplus of network. At the same time, the optimal algorithm based on the simulated annealing algorithm has been designed, and an example for calculation and analysis has been made. The result illustrates that the mode and algorithm can effectively solve the problem of road congestion. At last, this paper gives evaluation indicators and evaluation methods from angles of social effects, traffic effects, running effects. The principal component analysis (PCA) was applied to analyzing the program.
