The construction, operation of highway construction project will have a major impact on the surrounding environment.The Environmental economic profit and loss of Environmental Economics can be used on the quantify the environmental impact which caused by the highway construction and monetization the environmental impact. This can improve the scientificalness for the government making policy and increase environmental awareness of the public.The article is started from the seven environmental impacts which are listed in the rule environmental impact assessment on highway construction project. The environmental questions are as follows:the impact of social environment, the impact of ecological environment, the impact of environment Air, the impact of surface water environmental, the impact of sound environmental,the impact of soil and water conservation, the impact of visual,and summarized evaluation factors of the seven environmental impacts.The article summarized the recognition principle of highway construction project, explicated the dispute plac, and lays the foundation of the scientific on the cost-benefit analysis.The methods of environment economical profit and loss analysis are as follows:(1) direct market approach, (2) surrogate market approach, (3) contingent valuation methord. According to the different environmental impacts, we can choose the appropriate method to evaluate the environmental impact.Taking the H-C road as an example,we use the methods of environment economical profit and loss analysis to analysis the environmental impact,and making the cost-benefit analysis by the result.Some unsolved problems out of this article was also listed at the end of the article.
