The Highway Construction Project Environmental Impact Assessment Based On The Traffic Environmental Carrying Capacity

The highway construction project environmental effect appraisal is one of the main contents of the earlier period work of highway construction. The existing has the limitation:what it walks is the old route"development first,government latter",which is unable to solve the highway environment problem from the root and realize the"double wins"of traffic development and traffic environment. Moreover, the thing that controls the highway construction scale determination from the environmental characteristic itself in the plan stage is helpful in solving the environmental problems from the root which the highway construction brings , conforming to the requirement of highway traffic sustainable development path.The main research of this paper is how to control the highway construction scale determination from the environmental characteristic itself in the plan stage. This paper mainly considers this question from two aspects. First , the highway construction project environmental effect appraisal manifests the mentality how to eliminate or reduce environmental effect caused by highway plan fault,which strives to solve the environment problem from the source brought by the highway construction;Next,the traffic environmental carrying capacity has manifested the restraint characteristic of environment to the highway construction scale,which is a value enabling to quota this restraint characteristic.The paper bases on the long term goal of highway traffic sustainable development,overcomes the limitation of the environmental impact assessment of the existing highway construction project,researches the mutual restriction relations between environment and the highway construction scale standing in the level of the strategy environmental impact assessment,combines the content of existing highway construction project environmental impact assessment and the relevant theories of traffic environmental carrying capacity,and constructs the system of environmental impact assessment of highway construction project based on traffic environmental carrying capacity;After analyzing the intrinsic relation systematically of the environment to highway construction scale,the paper brings the intrinsic restriction relation of the environmental factor to the highway construction scale to the mathematical model frame, has built quantitative analysis model of soil resources carrying...
