With the accelerated process of urbanization, Urban road construction get into the great period of development. Due to the advantage of asphalt concrete pavement in operational performance and environmental effects, it is used largely in city roads, especially in the existing concrete road reconstruction. Adding asphalt layer on the existing cement concrete pavement has good economic and social benefits, it has been widely used at home and abroad in the reconstruction project.At present, the design method of adding asphalt layer on the cement concrete pavement overlay will continue to improve in domestic, with new materials and construction technology gradually extended, it is necessary to research and summarize in this area, analyze reasons for failure, improve the transformation method to solve practical problems in production, to ensure the demand of urban transport.The paper analyzes the reflective cracking formation mechanism of asphalt overlay layer and the general laws of the layer's stress distribution. Combining with the application of new materials, the paper researches and discusses the method of paving asphalt concrete pavement layer on the city roads to rebuild barrier reflective cracks, anlysizees characteristics and the adaptability of the city road. Hefei City in recent years the paper combines with the practice of Hefei City construction process of similar large built and under construction projects,sums up the experiences and lessons, proposes the view of the economic analysis before transformation. The paper combines practical and theoretical points of view in order to provide operational methods for the design of the similar reconstruction projects.
