The IV annex of"MAROPL 73/78 Convention"--"Prevention of Pollution by Sewage from Ships"entered into effect in China from 2nd, Feb, 2007. However, the majority of Sewage treatment plants installed in the ships in China are traditional biological Sewage treatment plants. This type of plants has the bottleneck problem of the indices of the treated Sewage discharge being over the standard with the changes of the salinity, the temperature, the load and the violent shake of the ship. The measure of chloride disinfection it adopts causes the second pollution to the sea and poses security risks to the life of crew members and the safe operations of the ship. In addition, International Maritime Organization has been strengthening the environment protection to the marine environment. Maritime Environment Protection Committee (MEPC) under International Maritime Organization adopted Resolution MEPC 159(55) on 13th, Oct, 2006—"REVISED GUIDELINES ON IMPLEMENTATION OF EFFLUENT STANDARDS AND PERFORMANCE TESTS FOR SEWAGE TREATMENT PLANTS"which entered into effect from 1st, Jan, 2010. Some countries and regions have adopted stricter Sewage indices to some restricted water. To deal with the current regulation requirements to the ship effluent indices, it is necessary to explore some feasible real-ship handy plan to solve the bottleneck problem of the current effluent plant in the ship. To better protect maritime environment and meet the effluent indices requirements of the IMO new regulations, a new ship Sewage treatment technology must be innovated which can greatly reduce the Sewage indices or the technology which doesn't need the Sewage discharge. This paper proposes some simple solutions in the real-ship with the experiment research on the bottleneck problem of the traditional real-ship Sewage plant by using WCB Sewage plant as an example. The experiment conducted sample tests to the Sewage discharge indices of WCB Sewage treatment under various real-ship conditions, the test results show that the traditional WCB Sewage treatment plant usually can meet the requirements of the indices of the Sewage discharge of the current regulation under normal operation conditions, however, the indices of the Sewage discharge were often over the standards if the change of effluent salinity, the change of temperature, the change of load or extreme weather occurred. The experiment tests statistics shows that the indices of the effluent discharge of the traditional WCB cannot meet the requirements of the effluent discharge standards of the newest laws and regulations and some restricted areas. In addition, the experiment combines the MBR Sewage treatment technology and Sewage recycle technology, which have achieved the great success in municipal Sewage treatment and industry Sewage treatment, to redesign the real-ship WCB Sewage treatment plant. The experiment was conducted to the redesigned plant without the bleach of concerning laws and regulations. The sample tests of the Sewage discharge were conducted, and the tests statistics show the effluent discharge indices of the redesigned Sewage plant are virtually not affected by the change of the effluent salinity, the change of temperature, the change of load and the shake of the ship. The experiment result prove that the redesign plan can effectively avoid the bottleneck problem of the traditional biological shipment Sewage treatment plant and eliminate the second-round pollution and security risks it poses. The experiment research of this paper proposes another effective solution for the bottleneck problem of the current Sewage treatment plant installed in the ships and finds out a new ship Sewage treatment technology which is safe and environment-friendly, and meets the requirements of the Sewage discharge standards of the new regulations.
