This paper mainly aims at the existing system of supply water in the GuiZhou company water power factory of the Chinese Aluminum Industry company with insure to system of supply water an existent antinomy of the safe and steady movement, put forward the adoption to frequency conversion and speed regulation technique to guarantee in the pond to be placed in the high water level, at the same time, reduce the operation to open and stop the pump in No.1 station(the station of lifting water)with No.2 station (add press in the middle station), Avoid the threat of the pressure of water in operation to the pipeline.This paper analyses the present condition to supplied water on the water power, discussed the adjust speed method of induction motor and the principle of frequency conversion and speed regulation to supplied water, on this foundation, designed a set of adoption the converter in high voltage to frequency conversion and speed regulation technique and the project control to the system of supply water in PLC, designed the main circuit diagram and the procedure of the control, and discuss to the main control principle, choose the equipments type at the same time.Pass to the method of existing the system of supply water to control in adoption frequency conversion and speed regulation technique in theories analysis and design, we can see controlling technique of the frequency conversion and speed regulation can avoid to operate in production multifariously and simplify the personnel's operation, reduce the threat of the water pressure in closed Gateway to the piping, at the same time, can make the pond to keep the high water level again, insure to the system of supply water in safety and steady movement to have bigger actual meaning.
