The public art has initially formed a system.With this particular historical conditions, and specific geographic location, urban public art has its own specific development background, a large number of space vehicles with unique cultural charm for the development of public art in Harbin city lay a cultural foundation of rich meaning.However, in the development of public art in Harbin there are still some problems, for example, the construction of works of public art in Harbin city is of randomness, much blindness, and lack planning. It has become an urgent task to build urban public art implementation of the system as soon as possible by means of urban planning. This study of urban public art builds the city public art planning system (the location of urban public art theme, urban public art carrier planning, urban public art policy development) through its own properties, characteristics, thus conduct the layout plan concerning the partition plan, subject grading plan combining Harbin history context, geographical features , urban public art related to the planning of Harbin City Public Art. And we will initially complete the Harbin city public art planning framework as the starting base to create "public art capital of Harbin city".
