The Discourse Analysis On The Transformation From Urban Planning To Public Policy

In 2006 the Ministry of Housing and Urban-Rural Development issued “Urban Planning Establishment Means” clears “urban planning is one of the public policy”,and the academia in urban planning discuss a lot about the relation between urban planning and public policy,which emphasis the core part of public policy on the coordinate work of public interest.Looking at the existing research literature about how urban planning reflects the character of public policy,found that the transformation of urban planning from material tools to public policy still stays in the “slogan”,and practical work focus on specific metrics and technology,then the significance of public policy has been transfer failure.Western public policy study shows that positivism had failed to explain the problem of urban development,shifting about “language” in the public policy formulation process in the post-positivism,which advocates by language,text,communication to find the essence of public policy.Because of the influence of post-positivism,discourse analysis provodes a new framework to ensure the quality of public policy.This paper tries to combine the discourse analysis and text interpretation,focus on urban planning work itsel,then explores whether and how the plans reflects the information of public policy.The study chooses the urban master plan and the specific object plan is the text of Guangzhou City Master Plan(2011-2020).First,the text of urban master plan has the same characteristics with the public policy text,the words and ststements in policy text follows a stable formate,however,the urban master plan lacks of the policy issue from problem to the structural integrity of vision for meeting the requirement of complication and the content concise,which leads to the failure of the policy guiding significance.For a long time,the public policy effectiveness of urban planning has been difficult to achieve,in part due to content includes multifarious,when the content divides into legal,policies-lead and guidance contents,different ones in the process of urban development planning policy represents the different role of discourse.To test the effectiveness of the reform of urban master plan,adopt the way of questionnaire to get public discourse around the policies-lead and guidance contents,found that the public on the “urban master plan is public policy” is a foundation of consciousness,but the system is not perfect and lacks of an effective “public discourse coalition”;although companies hope to participate in urban construction,but the planning information is not clear increases the risk factor of the enterprise.The master plan itself contains “everything” about urban development,but “includes everything about urban development” and “position of authority” is contradictory.The content of urban master plan should be simplified,to distinguish “rigidity” and “soft” can we truly achieve the attribute of public policy and action.Urban planning theory and method is relatively backward,the reform of the urban master plan should try to “jump” out of the system and technology innovation,to expand the area of urban planning issues.
