In this dissertation, the need in optimal allocation of irrigation water is firstly educed from the problem in using water of a majority of irrigation district. Also, this dissertation is focused on how to allocate water resources to meet irrigation water demand and to increase the benefit from the irrigation water. By using the method of large system decomposition and coordination, the model for optimizing water resources allocation of the irrigation district is constructed, which is formed in two levels. The first is to optimize irrigation procedure of the crops, based on dated water production function, and the solution of the model is achieved by dynamic programming with successive approximations(DPSA) in each stage. The second is to optimize water allocation for multi-crops in the whole irrigation district with the maximum irrigation benefit as the objective. The irrigation benefit function of crop is coordinating gene of two levels of models. Pishihang Irrigation District in Anhui province is studied as a case.Furthermore, this paper briefly introduces the theory of sustainable development about irrigation district system. Based on this theory, the index system for sustainable development is established, which is a hierarchy system composed of one objective hierarchy, two criterion hierarchy and one indexes hierarchy. The fuzzy analytic hierarchy process(AHP) is also introduced. By using fuzzy AHP, the sustainable development situation of Pishihang irrigation district in 1998 and the planning year 2015 is evaluated.
