It is very important to properly manage irrigation water resource. In order to improve the water use efficiency and ensure food security,simultaneously,water-saving irrigation is a sign of the level of modernization development of irrigation area. This paper built a novel irrigation management system based on WebGIS,considering basic data and business of Yingke Irrigation, aiming to provide scientific decisions for the managers of irrigation area. The main contents of this study are as follows:1 It is a hard work to allocate water resource to the field optimally in the particular process of irrigation water distribution through the canal system. Therefore, this paper adopts an up-bottom water allocation strategy,by which a multilevel irrigation model was built to reduce the whole irrigation duration and water loss. The model provides theoretical basis for optimal water distribution of Yingke Irrigation. To optimize the proposed model, particle swarm algorithm was employed. It suggested that the discharge at all levels canal of change range was 60%-98% in the design discharge and the discharge of main canal was flowed smoothly, the maximum irrigation duration of water distribution was 30.86 time interal and the result was less than 38 time interal based on traditional artificial method.2 An optimized irrigation water distribution management system was established by making full use of the advantages of Web GIS.By doing so,water alloction optimazation model and WebGIS are well combined together. The irrigation managemengt can therefore be implemented interactively and efficiently.
