Water resources shortage is a problem paid general attention to in today's world. The position of agriculture as a national economy base in this strict can be greatly solidified by sustainable development of ecology, environment, and economy resulting from the optimal scheduling and rational exploitation of water resources.Yellow-river irrigation district in Ningxia province, a large irrigation district in China, has made an outstanding contribution to the local economic development. However, the problems such as great water waste, undeveloped management still exist now.Taking this large irrigation district as a reference, this paper studies the optimal scheduling of water resources in this district, mainly considering such problems as degrading dimensions of the decomposition-coordination for big system and optimaldecision-making of multiple purpose.This paper is comprised mainly of the following points:1. Based on all the previous plans for this Yellow-river irrigation district in NingXia province, combined with the latest water scheduling and scientific research, this paper analyzes the water utilization in this area. Then, it studies the water-saving irrigation subject to natural, water resources, economy, and irrigation management factors.2. An optimal decision-making model for water resources scheduling of large-scale scheduling district is set up. It can provide a method to achieve maximum net revenue with a fixed service discharge from canal head and a fixed pumpage of pumping station.3. to enrich this model, the paper give out a moment function form of the optimal decomposition-coordination methodology.4. this paper also gives out some good proposals to optimize the utilization of water resources and overcome the negative effects resulting from the irrigation using the Yellow-river water by coordination of well and canal, surface water and underground waterand optimal scheduling of Yellow-river water.5. the model, when tested in the field, is proven to work quite well. Because of all the results, it is an excellent reference for water resources management of large irrigation district.
