How to improve management of irrigation and to utilize water resources in irrigation efficiently is of great vital to the sustainability of agriculture. The core of irrigation water uses is the planning and programming, and it must be based on the directionwhich is properly executed. But in our routine planning, the irrigation planning is considered to be static, and it cannot cater to the water use manage practically. The process of water use is constantly changed with hydrology weather and the condition of crop water demands variably. And the water use administration in reality must be directed in the way of dynamic planning and programming.The process of true irrigation district management and water resource dispatch is a spiral and forward trial related with prediction-decision-making actualization and prediction decision making actualization and so on. Based on this point, the thesis advanced the model of water resource dispatch and optimization with real time in irrigation district. The model firstly adopt the fuzzy accumulation class and the identify mold to predict the water resourceand along with the variety of the water reception and project of water match of real time rectify and work up to approach .This will greatly improve the contraposition of water diversity optimization and the utility of the model.Based on the models researched upon, And also analysis theIIwater resource optimization in the irrigation district in PuYang city QuCun irrigation district as an example.Satisfactory results are obtained after the modeling and scheduling test with practical data of the irrigation district.
