Applying the technology of RS, GIS and GPS, the temporal-spatial change and driving mechanism of the LUCC in the People's Victory Canal Irrigation District were studied through TM and the statistics data of society and economics in the 50a. Especially, the impacts of diverting water from the Yellow River on the land use change were analyzed. This paper is divided into six parts. In the first part, the development of the LUCC study, the generalization of diverting water for irrigation in the lower reach of the Yellow River as well as the selection of the study case were simply narrated. In the second part, the natural conditions, current situation of irrigation works, current utilization situation of land and water resources, and the predominant problems in irrigation district of the People's Victory Canal Irrigation District were introduced. In the third part, the source of the data was firstly introduced, then the concrete research methods, especially the method of interpreting TM remote sensing image were introduced, and finally the indexes describing the land use change were discussed. In the forth part, as the subject of this paper, by interpreting TM data of 1988,1995 and 2003, the classifications of land cover and the transition matrixs were worked out. Combining with a series of models, the temporal-spatial characteristics of land use and landscape pattern change were analyzed, and the impacts of diverting water from the Yellow River on irrigation district were expounded. In the fifth part, firstly the natural factors, social factors, scientific and technological factors of making land use change were analyzed, and the driving factors of diverting water and diverting sand were analyzed, and base on the analysis of the factors the prediction of land cover classification was pointed out.In the final part, the conclusion of the study was summarized, and the deficiency imperfection was given.
