| Under the major strategy of green development and rural revitalization,ecological construction has gradually become the mainstream of research.In the government report since the party’s 18 th National Congress,ecology has become a key term.In this context,the term ecological irrigation district has become an important term for irrigation district search.At present,the construction of ecological irrigation districts is in the exploration stage,and its basic theory and evaluation research have just started.Based on the theory of ecological irrigation district construction,this paper establishes the evaluation index system and evaluation model of ecological irrigation district construction,and applies the model to the large-scale irrigation district of Henan Province-People’s Shengli Canal irrigation district.Thus,the stage of the irrigation district in the construction of ecological irrigation district is obtained.The main research of this paper is as follows:(1)Definition of the concept of ecological irrigation districtBased on the analysis of the status quo of ecological irrigation district construction and its evaluation at home and abroad,as well as the problems of national construction irrigation districts and construction agriculture,this paper puts forward the inevitability of ecological irrigation districts,and summarizes the construction of ecological irrigation districts based on the current development concept of the country.The four core development concepts,and put forward the important principles to be followed in the construction of ecological irrigation districts,the above as a basis for the innovative definition of the concept of ecological irrigation district.(2)Construction of Evaluation Index System for Ecological Irrigation District ConstructionThrough the core concept and construction principle of ecological irrigation district construction,the evaluation index system of ecological irrigation district construction is constructed.In this process,based on the selection of current ecological irrigation district evaluation indicators and the use of evaluation methods,combined with the specific conditions of the region,this paper selects the most appropriate AHP to construct the evaluation index system of the ecological irrigation district construction.There are 20 indicators in five categories including three levels,and evaluation criteria are established.(3)Establishment of evaluation modelConsidering the accuracy of the evaluation results of a single comprehensive evaluation method,this paper selects the hierarchical comprehensive analysis method to calculate the weight of each index,and adopts the fuzzy comprehensive evaluation method,through the simple analysis of the advantages and disadvantages and applicability of the evaluation methods adopted by the researchers over the years.Different methods such as expert consultation method and triangle whitening weight function method based on central point are used to evaluate different indicators,and a fuzzy hierarchical combination evaluation model for ecological irrigation district construction and a multi-level grey evaluation model based on central point triangle whitening weight function are established.(4)Evaluation of the Construction of the People’s Shengli Canal Ecological Irrigation DistrictThe system and model established in this paper are applied to the typical large-scale irrigation district in Henan Province-the People’s Shengli Canal Irrigation District.This paper adopts the multi-level fuzzy comprehensive evaluation method combining fuzzy evaluation method,analytic hierarchy process and expert consultation method.The multi-level gray evaluation method of the central point triangle whitening function evaluates the construction of the people’s Shengli Canal irrigation area,and draws the stage of the construction of the ecological irrigation area.The results are consistent,which verifies the feasibility of the evaluation system and the rationality of the evaluation.Finally,according to the evaluation results,the weak links of its existence are analyzed,and the objectives of the ecological irrigation district and the future research and development direction are pointed out. |
