The dam system planning in small watershed is a systematic engineering, which has complex design, comparatively, artificial planning has lower precision, more time and labor, higher cost, and especially harder technology in scale and amount certainty of dam system general flood routing. The key to improve dam system planning and modern management level is how to adopt effective planning design methods for enhancing efficiency, and how to describe clearly the dynamic process of planning design for optimizing dam system planning. Therefore, the inevitable trend is searching for new technology and computer assistant design methods. GIS as a new type information technique grow rapidly in recent years which combine geography spatial data and computer. So GIS can combine the spatial position and relative attributes of the object in real world, which can satisfy client's management to spatial information and do many assistant decision-making in virtue of its spatial analysis function and video expression. This paper study the dam system planning in watershed and put forward the systematic thinking to dam system planning on the basis of GIS, and in the paper the background is dam system planning in Loess Plateau, the important upholding technique is GIS and CAD, and the core theory is dam system balance, which will offer a kind of scientific and visual video analysis measure for national design and decision-making of Loess Plateau dam system planning, and will help the dam system planning and design intelligentizing and modernizing, and can improve the design and management level of. dam system.
