In this paper, we analyzed the physical, chemical and hydraulic properties of different soil based on a lot of experiments, according to the landform, physiognomy, hydrology soil and vegetation in kerqin sandy land; by using the mechanism methodology and the net primary productivity model of natural vegetation, the model of potential agriculture and grassland productivity was established. and effective coefficients such as radiation, temperature, water and land were decided; the constraint factors were considered in order to find out settlements and set up a model of potential productivity that could guide the production of corn and grassland. The results shown: the contents of soil fertility take on belt distribution; the hydraulic properties had the same changing trend in corn field and grassland during tested period of time; the potential photosynthesis productivity and potential temperature productivity changed a little between years, but climate potential productivity strongly fluctuated which ascribed to the precipitation asymmetrical distribution; it can be improved by increasing devotion, irrigation and choose good variety to exploit potential land productivity; the average potential grassland productivity trended to minish by using the net primary productivity model of natural vegetation.
