As human activities have more effect on environment, the problem of population, resources and environment becomes more and more serious, and the change of land use caused by that is being given more and more attention. China is a country with a large population, the contradiction between population and land area is to be dissolved urgently, and which has become the bottle neck of economic development. So it has far-reaching meaning for land exploitation to evaluate the land potential productivity and spatio-temporal change of land use by mathematic model.The paper uses GIS as the analyzing tool, taking Xishui County as example, models of sunshine hours, solar radiation, temperature and precipitation and then calculates the potential productivity of different land use type: rice and forest for example, and analyses their spatio-temporal change disciplinarian. By using GIS spatial statistical analysis function, the paper analyses the different nature conditions and land potential productivity of different physiognomy style, and the result shows that nature condition difference makes land potential productivity dissimilar and the light, temperature and soil are the main factors which control the land potential productivity of study area.Applying RS and GIS technique, the paper interpretates three RS image, obtains the land use style subject map of Xishui County of 1992, 2000 and 2006, and establishes the spatial databases by analyzing land use spatio-temporal change and using statistical data. The spatio-temporal change characteristics of land use of Xishui County during 1992-2006 have been researched by some models and indexes. Some mathematic models are used to analyze the temporal change of land use of this County, such as dynamic degree model, land use spatio-temporal evolution model and land use transferring matrix model. The spatial change characteristics of land use of Xishui County during 1992-2006 have been researched by many models and indexes. Many indexes have been chosen to analyse the spatial change and their evolution of landscape pattern, such as landscape diversity index, dominant index, evenness index and fragment index. The analysis result shows that the areas of tillable land, woodland and unused land have been decreased, the areas of rural residential region and industrial land have been increased; the landscape diversity index and evenness index have increased and the dominant index has decreased.On the base of GIS spatial analysis function, this paper construes the land potential productivity distribution of tillable land, forest land and rural residential area and industrial land in Xishui County, the result says that residential area situates the high productivity area, especially the plain area along the Yanstse River.
