With the increase of international trade between foreign countries and China, importing animals and animal products brings certain risk of foreign pathogens invade, especially for Highly Pathogenic Avian Influenza (HPAI) which is out breaking in many other countries. The risk analysis of imported animals and animal products is a method to evaluate the probability that one pathogen of the disease could be introduced into one country during the process of importing, to manage and to communicate the statistic data, in order to provide some suggestions for the law-makers when they constitute quarantine law regarded with importing animal and its products. The risk analysis makes the decision-making more scientific, transparent, resistible, and consistent with the international conventions on animal quarantine.The Highly Pathogenic Avian Influenza (HPAI) is one of OIE list 'A' diseases, and is also classified as type 'A' diseases by Chinese government. This study collected international and national related risk analysis information and systemically study the risk analysis mechanism of animal hygiene and production in developed countries, finding the difference between China and other countries on risk analysis. According to Chinese animal hygiene law and regulations, OIE International Animal Hygi ene Law, SPS Agreement, and referred to the characteristics of HPAI epidemics, risk analysis was used to evaluate the risk on imported poultry and their products in china. It utilized the principles of risk analysis and built a model suitable to China' HPAI risk management. It will not only play an important role in ensuring the safety and sanitation of importation and exportation of animals and their products for China, but also satisfy the international requirements of China's entry the World Trade Organization.
