Rice is one of the staple crops in China and related to stability and development of national economy. How to further increase the yielding of rice and improve its quality has been an important topic, which plays a key role in rural development and economic growth. The application and extension of rice cultivation with population quality is a vital revolution in rice production in Jiangsu province. At present this technique has been adopted about the one fourth of total areas of rice growing in the whole province. During the extension in the countryside it is a little difficult for farmers to completely master the flexible index in practice because of the cultivar, land fertility, climate and biotic or abiotic stresses. It significantly affects the efficiency of this process in rice production. In this research, we studied the effect of paclobutrazol, which is a growth regulator, in improving the plant type and promoting the growth of plant. This research has been focused on the exploring the function of paclobutrazol,in regulating the population quality of rice cultivation and methods in the practical application. The results indicated that reasonable application of paclobutrazol could increase the seedling quality with the high ratio of leaf-tillering co-emerging, the percentage of spike-setting with low non-efficient tillerings. Meanwhile it will improve the plant types including the shorter basal internode, reasonable leaf-area rate, and promote absorbing of nitrogen and accumulation of organic materials so that the yielding is higher than the control. In practice taking the measurement will be very useful to solve the limited seedling areas and adverse population due to rough management.
