Water is a basic natural resource and national strategically economic resource. The issue of water has been listed as the first of world top five main issues which concern the durable development. The care on water issues is mainly focused on the following three aspects: water and development, water and environment, and the management on water. The strong care on water & development, and water & environment reflects the fundamental position and essential function of water resources in the social durable development, and unsuitable management on water resources may be one of the main reasons causing various problems and conflicts concerning water resources. So, to strengthen the management on water resources, realize the durable utilization, and to ensure the social durable development has become a common understanding and been being fulfilled worldwide. By analyzing the concerned social and economic data in history in JingHui irrigation area, and by utilizing "Harold—Thomas" pattern, the article predicts each main indexes of social and economic development in a certain coming years; by analyzing the rated unit consumption for industrial and agricultural activities, works out the water demand in both industrial & agricultural, and living aspects; on the bases of analyzing the potential resources of water in the irrigation area,a mathematical model of balance of water supply and demand has been established in the spirit of "Saving water being the first, controlling the demand, and exploiting the potential and saving water both being important" to further study and optimize the water dispatching scheme in the irrigation area, i.e., to establish a low water consumption agricultural production system, enhance the efficiency of water utilization, optimize the dispatching of both ground and underground water to maintain a positive water recycling, and strengthen the water management to enhance the economic efficiency by utilizing water. To utilize the study result in the irrigation area will play a positive and constructive role in softening the conflict of water supply/demand, controlling the going down of underground water table, improving the industrial/agricultural production, and maintaining the harmonious development of the social and economic in the irrigation area.
