Research On Technical Measures To Trade For Inspection And Quarantine Of Fruit Import-Export Of China

China is the biggest fruit production country. Yield of fruit reaches 70 million tons per year. However, export amount of Chinese fruit shared only 2% of the total trade amount of fruit in the world, due to several factors such as, quality of fruit, sorting, packing, selling and restriction come from more and more inspection and quarantine technical barrier built up by other countries. The price of Chinese fruits is only half of that from other countries. Good production doesn't mean good gain for fruit farmers. Moreover, with the import tariff rate reducing, more and more fruits were imported from other countries. This would not only increase risk of pest invasion, but also affect development of fruit industry in China. In order to improve the competitive ability of fruit produced in China, to let more and more fruit export to international markets and implement the policy of increasing the farmer income, besides improving the quality of fruit and their marketing operation skill, more efforts should be put on how to break relevant technical barriers and measures fruits over-importation.In this paper, compared with that of China Inspection and Quarantine, WTO/SPS, TBT and the technical barrier measures, such as variety of measures to trade, regulations, operating mechanism, on fruit trade built up by developed countries were investigated. Aimed at the difficulty that Chinese fruit industry faces, in order to promote the export of Chinese fruit, some strategic suggestions were brought out as followings:For fruit export1. To improve fruit quality. During fruit developing season, pesticides used should be carefully chosen. The use of high poisonous and high residual pesticides including relevant hormones should be strictly controlled to meet the requirements of other countries. 2. To monitor occurrence of pest and residue of pesticides during fruit developing season by means of systemic quality control procedures. 3. To establish standardization system of residue of pesticide in conformity to relevant international standard. 4. To strengthen research on technique of fruit inspection and quarantine in order to break through relevant technical barriers. 5, To build up fruit industry associations to avoid ill competition for occupying fruit sale marketing.For restriction of fruit import1. To amend "List of quarantine pests of Entry Plant", add fruit quarantine pests into the list. 2. To strengthen pest risk analysis (PRA) of entry fruit to provide scientific evidences for restricting measures of entry fruit. 3. To optimize entry inspection and quarantine procedure of fruit. 4. To strengthen the monitoring of exotic pests and collecting of relevant information to improve level of pre-alarm and treatment ability of emergency. 5. To perfect the inspection and quarantine requirement of entry fruits and improve inspection technique of residue and pests.
