Heilongjiang Province has the biggest area of japonica rice in China. After 2000, its rice productionaccounts for more than 5% of China. Heilongjiang is located in the area of high latitude and has specialcold climate, on the one hand, the quality of rice produced there is high and rice is sold well in themarket. On the other hand, the rice production is very easy suffered from chilling injury. The chillinginjury occurs once every three to five years. After 1980, the frequency of chilling injury decrease, butthe total loss increases because of the expansion of planting area and the increasing production perhectare. Most researches about chilling injury of rice focus on reducing the risk of chilling injury withless attention to improving the farmers' income from rice production. The policy implication given bythose researches is not inclined to be accepted by farmers. Based on this background, this dissertationanalyzes the chilling injury with view of risk management. Generally speaking, the content of thisdissertation is consist of six chapters below:In the first chapter the research goal, the research methodology and the research theory and thepractical significance were elaborated.In the second chapter the theories being applied into this study are reviewed and commented.The general situation of chilling injury of rice and trend to-be is analyzed in chapter three. Firstly, thebasal status of chilling injury of rice is analyzed,then the relation between farmers' accommodation andchilling injury of rice is discussed as the climate becomes warmer. Theoretically, the probability ofextreme low temperature in summer would decrease while climate gets warming. It is found that, whenclimate warms up, people would select plant varieties that are more suitable to warmer climate toobtain more economic benefits, but the probability and intensity of cool summer hazard might notalways decrease as climate warms.The fouth chapter is of positive research. The relation between the farmers' choices and chilling injuryis analyzed. It is found that the risk decision model is very useful, the model can help farmers how tochoice the variety of rice.A conceptual model of decision support system about chilling injury of rice is established on the base ofthe predecessors' achievements in chapter five.Finally, some policy implications and suggestions are put forward: the chilling injury of rice should beanalyzed on the point of risk management;more researches should be devoted to exploit the varieties ofrice;the government should support to popularize the risk decision model of chilling injury.
