In order to improve the ecological environment, China has implemented the project of converting sloped agricultural land into forest since 1998. Up to now many satisfactory effects and benefits have been gained. For the better dynamic monitor and quality checking of the project after it was implemented, and for the evaluation of project effects on the regional ecological benefit, the project should be digitized, informationized, intelligentized for ensuring the achievement of the anticipated goal. Based on GIS, the forestation decision support system(DSS) of converting sloped agricultural land into forest was integrated with the GIS technology, components technology, database technology and the policy /index of the project, and also with the knowledge of afforestation, the scientific reasoning method, through integrating manage the multi-data source in the project, realize functions of query between the graphics and attribute, data general analysis, visual display/ draw the result and so on, supply technical support for the project is implemented well-off. This paper surrounds development of the system, observe the implement of emphases forest ecological project and the develop of GIS in domestic and international, expound setting-up the forestation DSS of convert sloping agricultural land into forest. Introduce system demand analysis, function, structure, database design , design and implement the data management and specialty analysis module in the DSS.
