Problems And Countermeasures Of Circulation Of Agricultural Land In Dayi County

Population aging and urbanization have brought new challenges to the traditional small-scale peasant economic model in China.It is expected that the urbanization rate of the permanent population in Chengdu will reach 77% by 2020,which is far ahead of the national average level,which further puts forward new requirements for rural work in Chengdu in the new era.The change of urban population structure aggravates the risk of the rural laborers' age-division.If allowed to occur,it may lead to the abandonment of rural land and other issues,thus threatening food security.The transfer of arable land provides an effective way to effectively solve this problem.This paper combines property right theory,scale economy theory and land location theory to analyze the macro-data of farmland transfer in Dayi County,and elaborates the modes of farmland transfer,transfer,exchange,rent and share-taking in Dayi County.It also combs the functions of relevant transfer subjects including government,transfer farmers,transfer subjects and village committees,aiming at farmland transfer in Dayi County.The problems existing in circulation are summarized,including the imperfect management system,the frequent occurrence of circulation disputes,the single circulation mode and the formation of "monopoly" in rental mode,the low circulation rate in mountainous areas and the uneven distribution of circulation regions,the lack of circulation information and the failure to play the role of trading platform,the slow growth of agricultural output value and the uneven willingness to transfer.The reasons include lack of legal knowledge and few ways to safeguard rights;backward concepts of related transfer subjects;inadequate resource mining and imbalance of facilities;inadequate publicity of transfer trading platform;single cultivation content and low level of scale.The orderly circulation of rural land is an important part of the work of agriculture,countryside and farmers in the new era.It is an important means to promote agricultural production,rural development and farmers' income.It can effectively promote the work of agriculture,rural areas and farmers in the new era.It is of great significance to adjust the structure of agricultural industry and deepen the reform of agricultural supply side.At present,we should fully recognize the positive role of cultivated land transfer instimulating regional economic development and further liberating productive forces.We should make use of legal knowledge to regulate the transfer behavior;learn advanced models and carry out pilot projects first;increase infrastructure construction and expand transfer channels;strengthen cooperation and docking,expand platform business;incubate local enterprises,and enhance brand value.Step by step to promote the transfer of cultivated land.
