Research On Public Welfare Measures Of Public Hospitals Based On Social Regulation

In recent years, China carried out a nationwide health care reform, the focus of reform is the reform of public hospitals. In this process, the public hospital public welfare desalination problem has been the focus of the reform, but has not formed a mature reform program. At present, many researches for the public welfare of public hospitals, to ensure the public welfare of public hospitals how to change the economic environment in the market, is the core content of the scholars discussed. In this paper, from the perspective of social regulation, in the new dimension to explain the dilute nonprofit public hospitals, and to explore the problems and measures of social regulation measures, the public welfare of public hospitals to promote security, public welfare of public hospitals.The first part of this paper is the theoretical research, mainly based on externality theory and asymmetric information theory as the basis, elaborated the desalination of the public welfare of public hospitals, according to these problems, combined with the general means of social regulation, puts forward five basic guarantee the public welfare of public hospitals of the measures, the medical insurance system, medical quality management system, information disclosure system, the rights and interests protection system, emergency rescue mechanism. The public welfare of these five basic measures are embodied in:the medical security system to promote public hospital medical service and fair; medical quality management system to ensure the public hospital medical service quality, the suitable; the information disclosure system to ease the information asymmetry; institutional guarantee for safeguarding the rights and interests of the rights and interests of the patients, to help build a harmonious relationship between doctors and patients; emergency the rescue system to make public hospitals bear the social responsibility to heal the wounded and rescue the dying.The second part of this study is the investigation and analysis of the empirical analysis, summarized the public welfare of public hospitals social regulation problem. In Beijing city public hospitals were selected for two, interview survey and questionnaire survey of medical workers with. The investigation mainly focuses on the results of the first part of the theory of social regulation, the public welfare of public hospitals in the problems and solutions opinion survey. Through the analysis of the survey results and the existing research results, summed up the current measures of social regulation of public welfare of public hospitals in China mainly exist in the following problems:adverse selection, social medical security of the lack of fairness, offsite reimbursement is difficult, the quality of medical care can’t satisfy people’s needs, asymmetric information both doctors and patients, the medical ethics has the problem, medical dispute mediation mechanism is not perfect, the emergency management of public health emergency is not perfect.In the third part, social regulation of the public welfare of public hospitals and put forward the concrete solution for medical insurance system, medical insurance, the need to increase investment, optimize the allocation of resources, improve the operating mechanism of the existing medical insurance, reduce the waste of resources. The medical quality management system, should pay attention to training, strengthen medical supervision, strengthen the disease control and medical waste management, to protect the health of people life is unknown. For the medical information disclosure system can establish public hospital medical service platform, the establishment of medical information disclosure evaluation indexes reasonably, to improve the medical information disclosure level. In the medical dispute mediation system, to help patients understand the correct way to solve the medical problems, set up the third party regulating mechanism. For emergency rescue mechanism, need to establish a perfect emergency plan, reserve professional rescue personnel and adequate relief supplies and equipment.The above measures and suggestions according to the analysis of social regulation is the angle of the public hospital public welfare desalination, these suggestions are put forward to solve the problem of public hospital public welfare desalination, to promote the public welfare of public hospitals.
