A Study On Improving The Level Of Pharmaceutical Service In Public Hospitals In Public Hospitals

The traditional model that public medical and health service delivery was monopolized by public sector becomes increasingly difficult to meet public health needs of the growing community."Public-private cooperation" provides a useful tool for policy makers in the aspect of high quality and efficient provision of public services. At present, domestic public hospitals are confronted with lots of problems while improving pharmaceutical services, such as shortage of funds, inefficient management and inadequate beneficial result, etc. Therefore, various kinds of "public-private cooperation" have been in practice. However, it still lacks the supports from the laws and regulations, the standard operating procedures, the thorough supervision system and even the protection of public interest. In2012, Yan’an Hospital of Kunming City, Yunnan Province, and the pharmaceutical distribution company signed a contract about extension services of the pharmaceutical logistics, to co-build modern pharmaceutical logistics system for the hospital. Without increasing the burden on the hospital, it does not only reduces the overall cost of hospital medicine logistics, but also realizes the quality control of the whole process of drug use, ultimately enhances the level of the overall supply of pharmaceutical services to the public and protects public drug safety. This kind of hospital-enterprise cooperation model has attracted social capital to invest in equipment and funds into the domain of the public medicine and health. At the same time, it pulls in more modern pharmaceutical logistics management skills and experience, thus forming public-private cooperation supply pattern in the public medical and health service. It’s believed that the mode will contribute to the whole process of quality control of drugs and the implementation of the basic drug system. As soon as this mode are popularized, it will effectively accelerate the modernization of the domestic pharmaceutical logistics industry and the formation of public-private cooperation in the supply of public medical and health service pattern.In this paper, after systemizing the basic concepts,we explored public management theory related to public-private partnerships, investigated practical cases of Kunming Yan’an Hospital on public-private cooperation, described its process, problems and causes, summarized design process of public-private partnership and then put forward suggestions and strategies for the public hospital system decision makers to reference and to make high quality pharmaceutical services.
