Kunming To Support And Encourage Private Hospital Development Policy Implementation Research

The issue of achieving the fairness and accessibility of medical services has been the focus of the Health Administrative Department for ages. In recent years, as the public demand for medical services is increasing, the levels and varieties of their requirements become diversified. Kunming Public Health Bureau, as a department in charge of resource allocation, admittance, and supervision of medical service, is usually under the condition of the shortage of health resource, uneven distribution, and unbalanced development. In order to guarantee the public to access to the medical services as convenient and timely as possible, it is urgently needed for the department to resolve problems such as the distribution of medical resources and institutional arrangement. According to Kunming Medical Health System Reform Implementation Opinions in2008, it states that the government encourages to invest the social capital into the medical service market, which can help the construction of diversified healthcare pattern to meet the need of socio-economic development. In the same year, Kunming government carried out a series of policies to encourage and support the development of private hospitals, and clarifies that the government will control the expansion and scale of public hospitals, in order to reserve some space for the social capital. By offering supports to private hospital from land, tax, finance, human resource, and research, the government expects to enlarge the amount of medical resources, and optimize the distribution of it through the participation of social capitals, which can satisfy the increasing need of medical services from different levels. Due to these favorable policy, it has established a healthy environment for the development of private hospitals in Kunming:in the last five years, the private hospitals in Kunming have made great progress in improving their numbers, sizes and services, which play a positive role in facilitating the public healthcare and the diversified medical needs. However, since the public hospitals continue to maintain the dominance in the medical service market, the ratio of medical services provided by private hospitals is relatively small compared with the overall volumes. In addition, private hospitals still face with the concerns about the healthcare quality and safety, and the shortage of human resources is still an unsolved problem----all of these indicate that there is a great potential to adjust and amend the supportive policy for the private hospitals.Based on the demand to satisfy the increasing needs of the diversified and multi-levels medical services, it also arises the questions, such as how to provide more reasonable and efficient allocation of the medical services, how to create a medical market with standard regulation, order and competivity, and how to improve the accessibility and security of medical services. These questions may significantly contribute to the reflection of the previous efforts, and help carry out the solutions and suggestions during the implementation of the policy in terms of summary and analysis. In this way, it can keep the continuity and effectiveness of the policies as well as practice its administrative functions. At the same time, Kunming Health Administrative Departments also involve in the implementation of the policies, which can help promote the development of private hospitals and protect the public’s interests.The research shows:when applying the supportive policy, there are many problems because of its systematicness, flexibility and operability. Due to its limitations, private hospitals cannot compete with public hospitals, which usually fail to be recognized by the public for their smallness, disperesedness, and inferiority. Working for medical administrative management, I intend to combine my work experiences and the knowledge of public management to conduct an academic research of the supportive policies for the development of private hospitals in Kunming in terms of the study of the content of the policies, the subject and object of the implementation, and the environment of the policies. This paper is mainly based on policy implementation theory, with the policy analysis, literature research, and case study as research methods. According to the above mentioned issues, this paper proposes relevant suggestion to revise the policy, in order to improve the effectiveness of it, amplify the total amount of medical resources, meet the demands from different levels, and guarantee the safety, convenience and effectiveness of the policy. As a result, this paper is also the guidance for me to improve my job.In regards to the layout of this essay, the first part delineates the necessity of carrying out the policy of supporting private hospitals, research theories and the academic significance of doing this research, in which I clarify the relevant terminologies. The second part summarizes the current situation of the policy and the problems of it, which will be further analyzed in the third part about the problems during the implementation and reasons behind it. Last but not the least, the fourth part proposes some solutions and suggestions for the improvement of the policy.
