The effective post evaluation system is of significant influence to post management and human resource management. The post evaluation objectively reflects the post value in the hospital. Construct the clinical attending physician post evaluation system, which provides basis in setting the attending physician posts and optimizes personnel allocation and achieving the strategic target for tertiary comprehensive hospitals. The system provides basis for post arrangement, standard for assessment and guidance for salary distribution.The paper tentatively drafts a clinical attending physician post evaluation system model with indexes picked out by literature review and expert interview. Confirm the model with indexes screened by design a questionnaire survey in specific experts using the Delphi method. Confirm the index weights with the analytic hierarchy process(AHP).The study chose 25 experts who are relative to clinical attending physician posts and experienced in clinical management from 2 respective tertiary comprehensive hospitals in Qingdao are chosen to attend the Delphi-based questionnaire survey. The survey went for two rounds with valid return rate of 80% above and the expert authority score of 0.8 and above. What’s more, the P value from cooperation index significance testing is lower than 0.5, indicating a higher expert authority, reliability and index rationality. The clinical attending physician post evaluation system model is confirmed, after two rounds of questionnaires using Delphi method, including 3 first-level indexes, 13 second-level indexes and 38 third-level indexes, with weight of each index given using “yaahp AHP analyzing system v7.5” and consistency check qualified. All the I-level indexes are checked by Cronbachαwith the result shows that the system is reliable and efficient. The system and the indexes are rational.The result is that clinical attending physician system is rational, which will provide basis for the rational setting of hospital posts and allocating personnel resources, in order to promote the sustainable development of hospital. It is necessary according to the study to strengthen the comprehensive quality of the attending physician, to enhance the application of the attending physician post evaluation system and to set up an integrated post evaluation system in order to carry the post evaluation to the forward.
