Forest resources is one important resource on the earth. It not only provides a wide range valuable timber, fruits and raw materials, but also it can regulate oxygen and carbon dioxide balance, control water and soil loss, reduce the natural disasters, purify air, abate noise, maintain biological diversity and play many ecological functions. With sustainable development as the world's universally accepted model of economic and social development, resources and environment carrying capacity have become a research hotspot in the field of ecology and environment. Forest resources plays an important role in natural resources, its role and status are different that in different stages of development of human society. Evaluating sustainable forest in specific area becomes an urgent problem for sustainable forestry and region sustainable development. Based on the theory of ecological carrying capacity of the state-space model, the evaluating system and the comprehensive evaluation index of forest ecological carrying capacity were constructed by forest resources carrying capacity, ecosystem resilience and human activities potential, using the spatial analysis and statistical techniques of geographic information system (GIS) for the assessment of Three Gorges Reservoir Area. The main conclusions were as follows:(1) From the analysis results of indicators, the per capita forest area, per capita forest volume, per capita amount of fruit, forest coverage, forest productivity, forest production value accounts for the percentage of local GDP and ecological forest area percentage of total forest area are relatively high in Hubei section of the Three Gorges reservoir area, while the distribution of indicators are unevenly and lower in Chongqing. However, the soil erosion modulus and population density are higher in Chongqing section of Three Gorges reservoir Area.(2) Comprehensive evaluation index of forest ecological carrying capacity are between the 0.4940~2.1941 in Three Gorges Reservoir Area. Comprehensive evaluation index of forest ecological carrying capacity from biggest to smallest are Xingshan county, Badong county, Zigui county, Yiling district, Wuxi county, Fengjie county, Shizhu county, Wu Long county, Wushan county, Fengdu county, Fuling district, Kai county, Jiangjin city, Zhong county, Changshou district, Banan district, Wanzhou district, Beibei district, Jiangbei district, Jiulongpo district, Shapingba district, Dadukou district and Yuzhong district in Three Gorges Reservoir Area. For the horizontal distribution, comprehensive evaluation index of forest ecological carrying capacity of the eastern part is beyond the west in generally (excepting Wulong county and Shizhu county) taking Wanzhou-Kaixian as a line, while the low value district of west distributes mainly in the core urban of Chongqing.(3) Comprehensive evaluation index of forest resources carrying capacity are between the 0.0000~1.8801 in Three Gorges Reservoir Area. The order of comprehensive evaluation index from biggest to smallest are Xingshan county, Badong county, Yiling district, Zigui county, Wuxi county, Fengjie county, Shizhu county, Wulong county, Wushan county, Fuling district, Yunyang county, Fengdu county, Changshou district, Wanzhou district, Zhong county, Jiangjin city, Banan district, Kai county, Yubei district, Jiulongpo district, Beibei district, Shapingba district, Nanan district, Jiangbei district, Dadukou district and Yuzhong district in Three Gorges Reservoir Area. The high value districts of comprehensive evaluation index of forest resources carrying capacity concentrate in the zone of Xingshan county-Badong county-Yiling district-Zigui county, while the low value district concentrate in the core urban of Chongqing, which appear the trend of east high and west low in horizontal distribution.(4) Comprehensive evaluation index of ecosystem resilience between the 0.1429~0.5344 in Three Gorges Reservoir Area. The order of comprehensive evaluation index value of ecosystem resilience from biggest to smallest are Yiling district, Badong county, Xingshan county, Wuxi county, Zigui county, Wushan county, Yunyang county, Kai county, Wulong county, Shizhu county, Fengjie county, Fuling district, Fengdu county, Jiangjin city, Shapingba district, Nanan district, Jiangbei district, Dadukou district, Wanzhou district, Beibei district, Zhong county, Yubei district, Changshou district, Yuzhong district, Banan district and Jiulongpo district in Three Gorges Reservoir Area. In the horizontal distribution, taking Wanzhou-Zhong County as a line, comprehensive evaluation index of ecosystem resilience of the eastern are beyond the west in generally, while the low value district of west distributed is not obvious.(5) Comprehensive evaluation index of human activities potential are between the 0.1005~1.0252 in Three Gorges Reservoir Area. The order of comprehensive evaluation index value of human activities potential from biggest to smallest are Wulong county, Yiling district, Xingshan county, Badong county, Shizhu county, Wuxi county, Zigui county, Wushan county, Fengdu county, Fengjie county, Yunyang county, Kai county, Fuling district, Zhong county, Jiangjin city, Banan district, Yubei district, Beibei district, Changshou district, Wanzhou district, Jiangbei district, Yuzhong district, Nanan district, Shapingba district, Jiulongpo district and Dadukou district in Three Gorges Reservoir Area. In the horizontal distribution, the high value districts of human activities potential concentrated in the eastern four counties, and scattered in the northern Wuxi county, the south Wulong county and Shizhu county of reservoir area, whil the low value districts concentrated in the core urban of Chongqing and Wanzhou district.(6) The correlation analysis of comprehensive evaluation index between forest ecological carrying capacity with forest resources carrying capacity, ecosystem resilience and human activities potential have significantly correlations. The correlation coefficents with forest ecological carrying capacity show human activities potential> forest resources carrying capacity> ecosystem resilience, which express the human activities potential is the key factor determined the forest ecological carrying capacity of Three Gorges Reservoir Area, while the forest resources carrying capacity is followed, and the affect of ecosystem resilience is relatively small.
