Forest fire is one of the many natural disasters. It is the occurrence of suddenness and great danger. It not only causes heavy destruction of forest resources, but also consumes a lot of manpower and material resources to fight the blaze, causes great economic losses to the society. Therefore, timely, scientific and effective organization of forest fire fighting has become a long-term significant study for the forestry workers. However, combustion process is complicated and changeable because forest fires can spread freely in open systems, and be affected by the topography, fuel type, and meteorological conditions. Only relying on the intelligent strategic decision system to generate plans of fire fighting quickly, the forest fire fighting could be more rapid, scientific and safe.This paper presents the forest fire fighting programs generating system based on the requirements analyzed. According to the analysis and comparison of the advantages and disadvantages of case-based and rule-based reasoning, an intelligent reasoning model of forest fire fighting was proposed and overall systematically functional module was designed. Through the use of case-based reasoning and rules-based reasoning, the system has been improved in solving problems of efficiency and the adaptability of ill-structured problems. And it can be well applied with incomplete or conflicting information to make the decision to fight forest fires.By Researching and analyzing forest fire fighting program generation system from the data layer, and collecting a large number of cases of forest fire fighting tactics, and other data, the databases were established, including the database of forest fire fighting case, the rules database, the tactical database, the program database, the plan databases, etc. Several computational models were built, including the forest fire fighting forces calculation model, equipment, attack route calculation model and so on. With combination of Delphi and AHP to determine weights, by calculating the similarity of new fires and the old examples recorded in cases, the system could put forward the best tactical plans. Finally, on the basis of calculation module of military strength troops and saving routes together with the reasoning results, the system could generate forest fire fighting plans automatically.
