| Program for Conversion of Cropland to Forestland is a strategic plan brought up by CPC Central Committee, State Council. It is the fundamental plan for the realization of China's economic, social and environmental development and the stability. It is one of the six key forestry projects in our country, also is one of vast ecological construction projects with the biggest coverage, most investment, peasants to participate in the highest and the strongest policy. Using satellite remote sensing to monitor and evaluate returning farmland to forest project, which can grasp the progress of the project and the effect, is of great significance to the ecosystem project management and macro decision-making.In this paper, it is on the basis of the results data of Conversion of Cropland to Forestland from interpretation Landsat TM image in 2003, using 2005 C&B resources remote sensing satellite CBERS-02 images as data updated information, through remote sensing digital image processing and information extraction, then it built the Conversion of Cropland to Forestland Database in Tianquan county of Sichuan province in 2005. And in accordance with the economic, soil, hydrological and meteorological information it makes an evaluation to Program for Conversion of Cropland to Forestland. The main conclusions are as follows:(1) Among these CBERS image fusion method used in study area, Multiplicative integration is the best. Besides Multiplicative, IHS, PCA and Brovey image fusion also is used in experiments. According to evaluation criteria of image integration, Comparative analysis these fusion methods, Multiplicative's entropy value and correlation coefficient is the largest, degradation information is the least, spectral clarity is enhanced, it is showed that Multiplicative image method is a good method.(2) Applying piecewise linear tension and edge enhancement method to enhance the CBERS data after fusion, which achieved better results, improving image display and enhancing the visual images and interpretation of results.(3) In this paper, ARCGIS software is applied to produce thematic maps of Conversion of Cropland to Forestland in Sichuan Tianquan region, it can be convenient to make spatial data analysis and synthesis. With a combination of remote sensing technology, mapping has lower costs and shorter cycle. It reached the purpose to understand and master the basic situation of returning farmland to forest.(4) Based on comparison of the two monitoring results, it is showed that in the monitoring area, land use structure has changed significantly, developing towards improve the ecological environment. The continuous increase of woodland, grassland and cultivated land and the continuous reduction of suitable forestland is a prominent feature of the change. Monitoring forest cover is changed from 63.31% to 63.94%.(5)Through the analysis of regional economic, soil, hydrological and meteorological,the results of showed that:core monitoring soil physical properties have improved markedly, nutrient content also has improved; wildlife and the rivers annual volume has increased; Forestry revenues is overall increasing, farmers get a higher income, the industrial structure of the rural economy is optimized. The result of the implementation project of returning farmland to forest is effective. |
