In Shandong Province, the scarcity of water resources has become most important factor limiting the development of agricultural production potential. Developing Water-saving Agriculture is necessary for reducing water resources waste. Irrigation quota management is the reflection of rational allocation of water resources and economical use of irrigation water, also it's basic of agricultural water rights distribution. Contradiction between supply and demand is increasingly acute.With development of society, population growth and higher level of exploitation and utilization on water.While under the condition of serious shortage of water resources, water demand keeps increasing. Connotative development must be carried out, so irrigation water amount control and quota management are requried at the moment. This thesis studies on the irrigation quato of winter wheat and summer maize. Main contains as follows:Firstly, based on the five irrigation zone of Shandong Province, which is put forwad by Water Resources Research Institute of Shandong Province,this thesis select a point in each area, including the long term weather data, such as the average daily temperature, daily maximum temperature, daily maximum temperature, air humidity, average wind speed, light intensity, sunshine duration, and rainfall.Secondly, row the frequency of the rainfall dates of growth stages of winter wheat and summer maize,choose the Typical level , the 50% level and the 75% level, calculate the effective precipition, Penman-Monteith formula was used to calculate area daily ET0. Then use crop coefficients to revise the date, to calculate the crop water requirement.Thirdly, from the data of crop water requirement and effective precipition, the irrigation quato of winter wheat and summer maize can be calculated, it will provide foundation for the research of irrigation quato on winter wheat and summer maize in Shandong Province.Fourthly, the development of Water-saving agriculture would not just depend on quato control, other water-saving irrigation measures should cooperrated with quato control management. This issue puts forward the corresponding strategies, such as water-saving irrigation technology, irrigation Prediction.The core of water saving is to implement planning water use, the irrigation quato in this paper will help to developing water-saving agriculture, it has higher value in its application and popularization,will provide theoretical guidance and reference for development of water-saving irrigation.
