In northern china, especially the northwestern region, the uneven distribution of water resource and the perennial dry weather, leads to the water shortage problems. Among the water usage sectors, irrigation water usage takes a great part. In the arid areas, irrigation is the fundamental guarantee of the agriculture economic efficiency for the whole irrigation. In the circumstances of relative lack of water, the timely and a reasonable amount of irrigation is very important. But most of the current management of irrigation water is still relatively backward. The development of computer technology promotes the water conservancy information development. The water industry needs to apply advanced information management tools to improve its efficiency.The main content of this paper is the Irrigation Management Information System. The paper gives the summary of the research situation of irrigation management information technology. In this paper various forecast models, including irrigation runoff forecast, crop water requirement and irrigation water requirement are discussed in detail. According to the past runoff data, it establishes the coming water forecast model. And its application conditions are discussed. The paper gives the BP neural network model for crop water requirement. On the basis of this, the main crop irrigation water requirement estimation methods were raised. This paper studies the Irrigation Management Information System (IMIS), including its basic structure. The database management, GIS and RS applications in irrigation management are studied in detail.On the basis of theory research and based on the field investigation, combing the research of Shulehe irrigation area, the paper analysis its existing issues of this irrigation management. Getting to know its irrigation management processes and combing various analysis and decision making models, the author developed the irrigation management information system for Shulehe area using C# language.
