The Preliminary Research On The Management Of Artificial Reefs Construction And Reef Area

The important position of marine fishery resources in people's lives is well known, but it obviously decreases with the excessive exploitation and utilization. In order to improve marine ecological environment and restore the fishery resources, countries all over the world have developed career of artificial reefs construction. Artificial reefs are constructions which are used to improve ecological environment and provide fish the other aquatic organisms with the necessary security places for gathering breeding, habitat, etc, so as to achieve the proliferation and protection of fishery resources. Developing artificial reefs construction which still can repair inshore fishery resources and improve marine ecological environment has become a common way of proliferation and restoration of fishery resources. During the late 1970s, China gradually develop career of artificial reefs construction. Entering into the 21st century, it is improved by leaps and bounds in succession, and many governments develop artificial reefs in large-scale and achieved good effect. With the attention of restoring resources, volume of throwing artificial reefs in water is further intensified. In China, after throwing artificial reefs onto the bottom of sea,how to use, protect and manage them is without a clear system of laws and regulations as the basis, in addition to the relevant provisions unveiled by individual provinces and cities. Therefore, management of artificial reefs construction and reef area is a blank, in order to make artificial reefs play a real role, we need to set up a complete artificial reefs management mode.In view of this, through on-the-spot investigation, this article compared and analyzed the current management mode of artificial reefs construction and of reefs area,put forward process management theory and objective management theory, analyzed and deduced our artificial reef development mode, and look for basis and feasibility of using two above management theories. In order to achieve the goal in this paper, we referred to a large number of documents, used the way of the theoretical analysis and case analysis, found the similarities between them, so owned the basis of using them. At the same time, this paper putted forward some feasible mode of management of reefs which has certain practical guidance.For the above content, this paper has six chapters:the first one illustrated the research problem, research objective, research contents, the research methods and the structure of this paper; the second one overviewed artificial reef, discussed the origin and historical of it, classification of artificial reef and efficiency analysis of artificial reef; the third one discussed home and abroad development situation of artificial reefs in detail, and through abroad artificial reef development process, summarized experience and lessons as domestic artificial reefs construction experience learning; the fourth one would detail process management of constructing artificial reefs, put forward the process management theory, analyzed public and non-public artificial reef construction process and the current management way, analyzed and summarized similarities and differences, then come to use the steps and requirements for process management; the fifth one detailed management of artificial reef area. This paper put forward objective management theory, analyzed public and non-public artificial reef area management, found the feasibility and fundamentality. Then, proposed several viable cases of reef area management. The last one, the paper obtain the conclusion and the later research suggestion. This article showed that process management theory and objective management theory could be applied well to artificial reef construction on the basis. If only authorities would work out rules, regulations and clear each responsibility, the two theories have played an important role in management of artificial reef. And for current situation of artificial reef construction, this paper suggested some policy proposal to expect sustainable and healthy development of artificial reef cause of China.Artificial reef construction is developing rapidly with its unstoppable trend in China. It is a long-term, continuous process, not an overnight job. Protection and management of artificial reef not only had a profound effect on our fishery resources but also great significant of our marine ecological environment.Therefore, the management of artificial reef is a key factor in playing its role. Because artificial reef construction starts late and lacks of management experience in China, to present a relatively complete management systems and models of artificial reef has not been founded. Despite foreign artificial reef develop rapidly and have plentiful experience, because of institutional differences, rote of foreign advanced management experience can not meet fundamental realities of China. Therefore, we can only learn from the advanced experience of foreign countries, and further explore the reef management style in line with our national conditions. So it became the shortcomings of this article. In this paper, management theory could be applied after working out rules and regulations by authorities. Then it becomes practical. Therefore, this article only provided theoretical guidance and a preliminary reference for fishery managers and related departments.
