Heilonggang area is an important production base of grain, cotton and oil in Hebei Province. However, water shortages and soil salinity restrict agricultural production in the region. Relevant research and surveys show that the region's agricultural planting structure can not meet the spatial pattern of soil and water resources, so crop planting structure should be optimized. In this paper,3S techniques are used to analyze the current status of the main crop planting structure and spatial patterns of soil and water resources, based on which, the innovative pixel-based planting optimization model is proposed. For research work and achievements are:(1) Through remote sensing interpretation, field surveys and other text, statistics, images data, ecological classification based on supervised classification and decision tree classification system are used to interpret the Heilonggang region's major crops (wheat, corn, cotton, vegetables, fruit trees, oil crops). Combination of MODIS_EVI and TM images makes the interpretation accuracy of planting structure access to the pixel scale.(2) Spatial pattern of water and soil resources is analyzed objectively and quantitatively by evaluating such six factors:surface water, groundwater, annual precipitation, soil type, soil texture, soil salinity. The weights of each factor are 0.291,0.084,0.235,0.075,0.198,0.117, determining by AHP method to establish optimization model.(3) Pixel-based spatial pattern of water shortage is established on the basis of different water requirements of different crops. Combining these results, planting structure optimization model is established under the premise of the total area of cultivated land remains the same. Model computation results show that the north-western inland areas and eastern coastal areas, such as Suning west, north of Anping and Raoyang, south of Shenzhou, Xinhe west, most Huanghua and Yanshan south, should reduce high water consumption crops appropriately such as wheat, vegetables, fruit an so on. At the same time, food security should be guaranteed. In the southeastern areas, such as Zaoqiang, southern Jizhou, most Gucheng and Weixian, Linxi west and Darning south, high water consumption crops can be planted more to make full use of land and water resources and increase economic efficiency. In this study, crop structural optimization model is researched to realize rational allocation of water and soil resources in Heilonggang area. The results provide a theoretical basis and technical guidance for agricultural regional planning and agricultural sustainable development.
