Huaibei plain is located in the north of Anhui province,the southern of theHuanghuaihai plain,with a total area of37400km2,the actual land area of2.4millionhm2.According to statistics,effective farmland arable land area of about1.3millionhm2,well irrigation area of nearly700000hm2.Well irrigation area mainly in themiddle of the Hejian Plain and the north,northwest of the Yellow River flood plain inthe Huaibei areas.Because of surface water is relatively scarce in most parts ofHuaibei,well irrigation has become the main way for agricultural irrigation area.Due tothe continuous reduction in surface water availability,agricultural irrigation relies ongroundwater continue to strengthen,well irrigation area also increased year by year,meanwhile,in some areas of groundwater recharge is not sufficient,with the rapiddevelopment of industry,total exploitation of groundwater is also increasing,leading todeclining groundwater levels and the trend of groundwater funnel area is expanding,ithas also brought a series of environmental and social issues,a serious impact on theeconomic development of industry and agriculture.In addition,unreasonable cropplanting structure is not only waste water,but also a waste of increasingly scarce landresources.Therefore,the rational development and utilization of groundwater and theoptimal allocation of water resources is an important research content of well irrigationdistrict building.In this paper,the research object is well irrigation district in Xiaoxian in Huaibeiplain,discuss the arid and semi-arid areas and the lack of surface water resources inwell irrigation district in Huaibei area,Anhui province,improve the degree ofdevelopment and utilization of groundwater resources,and optimize the allocation ofcrop planting structure.The thesis mainly includes the following several aspects:1.Summarize the research methods of the water resources optimal allocation anddevelopment at home and abroad,for a number of issues in the well irrigation district inHuaibei plain,proposes to study and solve the problem that this article needs.2.Through consolidated balance analysis for the study of regional water resources,calculated under different hydrological year and groundwater exploitation and rechargein different circumstances,the groundwater level change process in the region,andcompare the annual average groundwater depth,analysis of the equilibrium state ofwater resources in different regions of the hydrological year.3.Analysis the agricultural water conditions in the well irrigation district in Xiaoxian.In meet the requirements of agricultural development and farmers’economicincome,total grain output and other various types of crop production requirements andthen build water resource optimization model,the minimum irrigation infiltrationrecharge as the basic target,optimization of the planting structure and planting area ofwell irrigation district and crops and cash crops planting structure,thus the adjustmentof agricultural water use in order to improve water use efficiency and ease the region’swater crisis....
