Recently, along with the rapid developing of foreign economic trade of China, China Inspection and quarantine (CIQ) has paid great attention to the risk of dangerous pests spreading through Wood Packaging Material (WPM) imported into China. In order to prevent the introducing of pests, the Pest Risk Analysis (PRA) on WPM was conducted according to Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and its Implementation Regulation, and relevant principals of Agreement on the Application of Sanitary and Phytosanitary Measures (SPS) of World Trade of Organization.According to the International Standards for Phytosanitary Measures (ISPM) No. 11: Pest Risk Analysis for Quarantine Pests, the risk of pests intercepted on WPM in the years from 1985 to 2006 is evaluated. The potential pests for further assessment are determined. Those pests are evaluated in details in five aspects including the standard of geography and management, probability of establishment, probability of spread after establishment, economic impact and probability of introduction.The thesis investigated the pests interception data on ports in recent 20 years, as a result, the intercepted pests associated with wood packaging materials are increasing year by year, the main invasive pest are insects and next is nematodes. For the first time, the thesis identified 10 species and genus pests of crucial economic importance, and carried out pest risk assessment in 3 catalogs. According to the result, brought forward the risk management strategy and 6 implementing options.The result shows that a number of dangerous pests are entering into China through WPM from foreign countries and regions. Those pests have characteristics of strong spread ability and destructive damage, which .give a serious threat to the forest resources and ecological environment of China. The management measures for reducing the risk of introduction are proposed, i.e. all the WPMs associated with consignments imported into China are required to be treated with disinfection measures prior to export in order to kill the pests. The measures can effective reduce the risk of pests introducing into China. The measures can be operated and implemented, which is in consistent with the principle of SPS and international standard. In addition, non-WPM is encouraged to use in the international trade as well.This PRA report provides scientific evidence for laying down the requirement of imported WPM and implementing international phytosanitary standard of WPM in China.
