This paper focuses on the scarcity of agricultural water resource, the urgent development of water-saving and high-efficiency agriculture in china. It consists of two parts. One is about establishing evaluation method of cropping systems with high water use efficiency based on water resource security. The other is about put it into effect with the data of the Luoyang experiment station from 1999-2004. The main results are as follows:1. The water equilibrium characters and efficiency of different cropping systems was researched in Luoyang. The research indicated, under the a crop one year (winter wheat) system , the water shortage was 168.5mm, the water satisfaction ratio was 62.6%, output per mu was 334.9yuan, the rate of field net yield was 77.2%; under the two crops one year (winter wheat-maize ) system, the water shortage was 210.4mm, the water satisfaction ratio was 76.8%, output per mu was 567.9yuan, the rate of field net yield was 78.3%; under three crops two years (winter wheat-maize-sweet potato) system, the water shortage was 344.2mm, the water satisfaction ratio was 76%, output per mu was 1135.8yuan, the rate of field net yield was 86.8%.2. It is the first time to come up with fundamentally idea of evaluation method of cropping systems of water saving and high-efficiency based on water resource security. In view of this, we establish evaluation systems of agricultural water resource security and multi-effect. Among them, the evaluation systems of agricultural water resource security used three sub layers, namely water supply layer water, demand layer and supply and demand coordination degree layer; eight indicators and weight, namely precipitation 0.226, soil moisture content 0.201, irrigation amount 0.021, field water requirements 0.073, crop water requirement intensity 0.036, apparent budget of field water 0.193, field water agreement of supply-demand 0.167 and the rate of field water satiety 0.081. Multi-effect evaluation systems used three sub layers, namely economic, social and ecological benefits; eight indicators and weight, respectively yield per mu 0.108, output per mu 0.204, the rate of field net yield 0.268, the rate of contribution to food security 0.200, the rate of contribution to farmers income 0.100, light use efficiency 0.025, heat use efficiency 0.025 and cropping index 0.050.3. Use the method to evaluate three kinds of main cropping systems in Luoyang district. The assessment values of agricultural water resource security for a crop one year (winter wheat), two crops one year (winter wheat-maize) and three crops two years (winter wheat-maize-sweet potato) are respectively 0.65, 0.55 and 0.691. Multi-effect assessment values for them are respectively 0.56, 0.58 and 0.64. The comprehensive evaluations show respectively yellow light, yellow light and green light.
