At present, there are many conclusions on agricultural water saving potential .some method emphasize the effect of a single water saving technology. For example, the prevent filter effect of channel, the water saving effect of spray irrigation or drip irrigation. Some method estimate agricultural water saving potential by the coefficient of irrigation or the water use efficiency. The systemic method of agricultural water saving potential in view of the sensible utilization of water resources in the whole irrigation region is few. The dissertation points out the problems existing in agriculture water-saving and assesses the level of agriculturewater-saving irrigation. Base on the agriculture water-saving zoning, the dissertation makes a study on the method of water-saving potential. It presents an integrated regional development order of suitable water-saving techniques;the results of the study are as follows:1. The zoning method for water-saving irrigation is discussed. In view of characteristics of water-saving irrigation, the plot superposition and fuzzy clustering were used in water saving zoning. An index system and its criteria about agriculture water saving zoning were built in the paper. Combined with the water resource zoning and administrative zoning, the basis cell of water saving zoning was demarcated. A fuzzy clustering was applied to agriculture water saving zoning.2. An agriculture irrigation water-saving index was built up on the basis of analysis of the indexes of agriculture irrigation water and agriculture water-saving level, which can be used to assess water-saving level of agriculture irrigation. Both the agricultural output benefit and local water resource conditions were considered in the method. The evaluation provides a basis for the devising of the water-saving irrigation development program for the authorities.3. The method and its application of agricultural water-saving potential were studied preliminarily. Based on the analysis to the solutions of realizing agricultural water-saving potential, crop water requirement as a starting point, combining the forecasting of development level on water saving technology in irrigated regions, Hebei agricultural water-saving potential is quantitatively calculated.4. A suitability evaluation on the water-saving techniques system for regional agriculture was given. A suitability assess system was built on considering the feasibility, benefit and the environmental impact of water saving techniques, AHP method was used toassessment of water-saving irrigation technology suitable to irrigation region. The suitable water-saving irrigation technology system is set up, according to the depressions in the groundwater, serious water shortage areas, major grain-producing areas, water-saving potential great, better economical region has the priority to development agricultural water conservation technology. The priority order to develop agricultural water-saving techneques was ascertained.
