According to the physical geography socioeconomic characteristics of water resource of Anhui Province, the study has summed up the irrigation history and current situation of Anhui Province, the basis developing irrigation condition, the characteristics and the problems of irrigation. The author had analyzed the connotation and the ways of water-saving irrigation, and the importance of developing water-saving irrigation. Based on the practice and the research results of water-saving irrigation of Anhui Province and overseas experience for many years, and the investigation in the whole province of all kinds water-saving irrigation technologies, the article studied and analyzed all kinds of irrigation technologies with the characteristic, adaptability and technical economy index. At the same time, summarized the management practice of water-saving irrigation, the article also discuss the management system of water-saving irrigation engineering, and bring forward several opinion and advice to water-saving irrigation in the future development.According to the facts of landform, climate, water resource, agriculture and rural economy, the article brought forward the development thought of water-saving irrigation in Anhui Province, the water- saving irrigation subarea and the development mode of every subarea. As a whole, the water-saving irrigation area of Anhui province can be marked off Huaibei plain zone, JiangHuai hills zone, Riparian fair zone, Southern and Western mountain zone in Anhui province. The priority zones of water-saving irrigation are Huaibei plain zone, JiangHuai hills zone, industry and agriculture zone, suburb and city and the areas which have worse environment. The development modes of water-saving irrigation are: in the big irrigation region, defending trench leakage would be important, and these need to rebuild the conditions of trench. In the regions where irrigate through wells, the spray and low-pressure pipe irrigation should be develop, the main ways are the half-fixed and moving spray irrigation. In the field, we should think much of these technologies: such as level off field, turn the long dyke and big farmland into short dyke and small farmland, and popularize the saving-water technology to rice and so on. Low-pressure pipe irrigation, optimization irrigation system and changing field engineering technologies should be used in the north of Huihe River; spray irrigation especially should be used in the big crop plant area. Flowers, vegetables and fruit trees should be irrigated by the ways of spray irrigation and feeble spray irrigation. Moreover we also should regard these other ways, for example: technology of making use of rainwater resource, technologies of cultivation and cover soil, and the chemic method to hold water and so on.
