Study On Agricultural Ecological Security Evaluation In Heilongjiang Province

The ecological danger of ecological environment and natural resource retrogression is kept onguard highly in China. The study of ecological security problem is becoming the major foreland andtask in geography, ecology, and resource and environment science in china. National ecological sec-urity is of the same vital with the national political security, national economy security, nationaldefense security, and national military security as well, which is one of the main security factors thancannot be neglect.More and more governments and scientists have paid attention to agricultural ecological sec-urity that is regarded as a main part of ecological security in china. It is generally recognized that putagricultural ecological security into practice is one of the measures that will benefit the nationalecological security. Under insuring the premise of national ecological security, constructing agricul-tural ecological security is the only way to agricultural development.How to realize regional agricultural ecological security together with sustainable agriculturaldevelopment has received great attention from the academic field of agriculture. We believe that ascientific evaluation of agricultural ecological security and strict implementations are the keys tosolving the existing problems.If regional agricultural ecological security was looked as a function, there are severalparameters, such as time, space and the intensity of agricultural activities in production, and that is tosay, the study of regional agricultural ecological security must be combined with a territory unit.Based on the theory of agricultural ecological security and the application technology, thedissertation has made a through survey study, choosing Heilongjiang province as a case study, andhas met with fruitful success. To some extent, the study has filled the gap in this field.The article has distributed to five parts as follows:Part one: Introduction. This part analyzed necessity and meaning of regional agriculturalecological security research, national and international research development status, summarizedrelational concepts model of research, and planed contents, methods and technical flow of research.Part two: analysis of existing circumstance. In chapter 2, the article analyzed physiographiccondition, social and economic development, ecological environment construction ecological legalinstitution construction and problems of agricultural ecological security to relating agriculturalecological security in Heilongjiang province, and established foundation for establishing the evaluating factor system.Part three: evaluating factor system design. In chapter 3, the article brought forward principle,choice methods and framework model of establishing the evaluating factor system, and establishedthe evaluating factor system of the agricultural ecological security in Heilongjiang province byexpert inquiry and consultation, which included pressure system, state system and response system,and consisted of 48 evaluating factors.Part four: evaluation model. In chapter 4, the article confirmed the evaluating factor weight byDelphi and Analytic hierarchy process, standardized factor value by modified odd threshold valuemethod, confirmed overall evaluation value by the weight evaluating index, and confirmed the gradeof membership by quantity rank method and established overall evaluation model finally.Part five: empirical research. In chapter 5, according to the overall evaluation model, the articlecalculated the evaluating factors of the agricultural ecological security in Heilongjiang province andanalyzed limiting factors. In chapter 6, the article designed the regional agricultural ecologicalsecurety evaluation information system (RAESEIS) on GIS. In chapter 7, the article brought forwardimproved measures of the agricultural ecological security in Heilongjiang province.
