Non-commercial forest (NCF) as an important part of Beijing greening construction guarantees the ecological security of Beijing, provides a good living environment for the people, offers an ecosystem for sustainable economic development of China and plays a major role in setting up an ecological civilization model in the world. Beijing's planning of greening barren hills has been basically achieved. The main task of forestry production has changed from large-scale afforestation to forest management, forest tending and management.Based on working-groups classification of non-commercial forest in Beijing, this paper studies non-commercial forest in the Beijing area according to the theory of forest ecosystem management, close to nature forest management and multi-objective optimization theory and technology. The research mainly engages in target-matching of working-groups classification establishes a structural adjustment plan for working-groups forest and optimizes the management system.According to the regional site conditions and functions of the different divisions, the paper selects Daxing District, Haidian District and Yanqing County under the jurisdiction of the Beijing, which represent different categories of the study. Through the preliminary analysis of data from forestry resource survey, the conclusions are drawn that Daxing District non-commercial forest is focused on the shelter forest system, Haidian District non-commercial forest is mainly about scenic forest and environmental protection forest and non-commercial forest in Yanqing County is for soil and water conservation.Further study has been done on working-groups classification tree species factors of non-commercial forest. Based on tree morphology, life cycle, biological habits and the uses, the experts initially divided all species in Beijing into 16 kinds through the expert evaluation method and clustering analysis, and finally determined 14 species by seeking opinions from experts and scholars and production units.The research has been carried out in six major types from three districts. The paper raised the objective that working-groups classification of non-commercial forest would be matched with the functions of the types. Under the circumstances of determining the purpose, select the most influential factor to organize working groups. Through data analysis, taking practicability into consideration, Daxing District selected three kinds of forest, each operating one working-groups; Haidian District, the scenic forest organized seven working-groups and the Environmental protection forest organized two; soil and water conservation forest in Zhangshanying of Yanqing County organized ten.The paper further clarifies management purpose of non-commercial forest species, elaborates major management objectives ideal structure and tree species arrangement at the level of forest species, organizes 22 types of working-groups of 6 forest species, matches management objectives then matches working-groups with management measures through the summarization and induction methods.
