This dissertation aimed at the ecological environment problems that were existed in the gully loess plateau. Based on the analyzing of eco-economic current situation in gully loess plateau, according to the regional eco-economic features in the gully loess plateau, the gully loess plateau was divided into four eco-economic regions, that were, the eco-economic region of summit loess plateau, the region of border loess plateau, the region of slope loess plateau and the region of the bottom loess plateau. Taking NanXiaoHeGou river basin as the typical river basin of gully loess plateau, ecological factors, social factors, water and soil resources as constraints and economic benefit as target function. Based on the system engineering principle, mathematical model was set up for farming patterns in four pieces of eco-economic regions. The model was solved with lingo software. According to optimizing result, complement with the soil amelioration measures and soil and water conservation project measures, a set of eco-agriculture constructing system was set up by applying the agriculture and forest compound in the gully loess plateau. The economic, ecological and social benefits were developed coordinately.According to the eco-economic features in the gully loess plateau, a set of eco-economic system evaluating methods for small river basin in the gully loess plateau was set up by applying the multiple hierarchy fuzzy synthesis decision-making theory. The advantage and disadvantage factors were pointed out by evaluating the eco- economic of NanXiaoHeGou river basin. It provided the theory and technology for NanXiaoHeGou river basin and similar area carrying out eco-economic system constructing in the days to come.
