The Xiliaohe Plain is an arid and semiarid area which is situated in the east of Inner Mongolia Region. On the average, the water volume is only 9150cubic metre(m3)per hectare of farmlands, and it accounts for 35% of the whole nation. Further more, the water resources distribution in the region is unbalanced, the contradiction between supply and requirement of water resouses is increasing acutely. At present, the water consumption proportion of agriculture irrigations accounts for 95% of the total, but about 45%-47% of the irrigation water is utilized. It is an important method to solve drought problems with water saving irrigation, and canal seepage control is the key measure to make full use of water resources to enlarge irrigation district. But the climate in Inner Mongolia Region is always cold, and the liner canals are used to be damaged, therefore, canal lining frost-injury prevention is the guarantee to resolve the problem of canal seepage.According to engineering practices and observational datum of Xiliaohe and Molimiao irrigation districts in Tongliao, this paper research the mechanism being used for frost heave, anti-freezing materials, structural formation, construction technologies, effects of frost prevention and anti-seepage, and economical benefits, and the strategy of canal lining frost resistance.is effective for the Xiliaohe Plain.The thesis takes the seepage control and frost heave resistance of the main canal lining as the emphasis, and researched the structural formation and frost resistance precaution of canal lining, and calibrated the infiltration loss before and after canal lining and the canal application efficiency. Putting forward constructive guiding opinions for engineering design, construction, budget, and water saving benefit assessment.
