Research On Analysis And Evaluation Model Of Flood Disaster Loss

The soil is far-flung, natural condition is complex, and flood disaster is frequent in China. And the flood disaster is already one of the main factors restricting the persistent social and economic development. Loss evaluation of flood disaster can provide main decision-making gist to flood prevention, drought fighting, emergency rushing, and disaster rescue. It also provide reparative gist to flood assurance. The aim of this task is that from qualitative and quantitative ways, the loss degree by flood disaster was evaluated, and evaluation model was found and made to stride forward applied direction.Firstly through analyzing froming disaster mechanism, property and character of flood disaster, it is known that flood disaster loss goes with flood disaster risk, so the analysis of flood disaster risk is the basement and premise of evaluation. Then index system of loss evaluation was found.Secondly, from the concept of loss ratio of flood disaster, every calculating methods of flood disaster loss ratio were found, and aiming at measure of economic loss in total loss calculating methods were found to direct and indirect economic loss of flood disaster. From system theory, influencing factors of flood disaster was analyzed, composite fuzzy artificial neural network model was found, and the example results showed that this model had more far-flung applicability and better evaluation capability. From the definition and action of flood damage degree, the calculating formula of flood damage degree was applied to evaluate flood disaster loss in different period.Thirdly, from qualitatative angle pulse coupled neural network model and projection pursuit model was found, and they were applied to evaluate flood disasater loss. The example results showed that they are feasible.Lastly, the whole task was summarized, through the research the results showed that measure method of economic loss and evaluation model of flood disaster were feasible and applied, they have more applied foreground in the flood prevention, drought fighting, emergency rushing, and disaster rescue and flood assurance.
